Old Tampa Bay Modeling Project: Dec. 1st, 2011 Kick-Off Meeting Summary

E-mail Print PDF

Tampa Bay Estuary Program TAC Members and Interested OTB Stakeholders,

Please find below meeting notes and presentations from theTBEP TAC meeting held December 1st, 2011 at the Tampa Bay Regional Planning Council. We received some great input from interested stakeholders, and we are now working on finalizing a draft document to summarize the key managment actions, model scenarios, and ecological attributes to be assessed by the integrated model developed under this project. A second stakeholder meeting will be held on Friday, January 20th, 2012 from 9:00am-12:00pm at the Tampa Bay Regional Planning Council to solicit any final comments from stakeholders.

Thanks again for everyone's input on the project thus far, and we look forward to continuing participation and input as products are developed throughout the course of this project.

Consolidated Recommendations for Tampa Bay Estuarine Numeric Nutrient Criteria

E-mail Print PDF

The Tampa Bay Estuary Program, in coordination with the Tampa Bay Nitrogen Management Consortium and TBEP Technical Advisory Committee, has developed estuarine numeric nutrient criteria for the Tampa Bay estuary. Currently, state and federal efforts are underway to develop statewide numeric nutrient criteria for all Florida waters. The attached documents demonstrate that the Tampa Bay nitrogen management strategy, developed and implemented by the TBEP and Tampa Bay Nitrogen Management Consortium since 1996, provide the foundation for continued water quality protection, as it relates to nutrients, in the Tampa Bay estuary. As such, the protective numeric nutrient criteria for the Tampa Bay estuary are expressed as the nitrogen delivery ratio (tons of TN per million cubic meters of freshwater delivered) to each bay segment in Tampa Bay. These values are presented in the table below.

TBEP estuarine numeric nutrient criteria expressed as Nitrogen Delivery Ratio (tons TN per million m3 hydrologic load) based on 1992-1994 conditions.
Segment Nitrogen Delivery Ratio (tons TN/million m3)
Old Tampa Bay 1.08
Hillsborough Bay 1.62
Middle Tampa Bay 1.24
Lower Tampa Bay 0.97
Boca Ciega Bay North 1.54
Boca Ciega Bay South 0.97
Terra Ceia Bay 1.10
Manatee River 1.80

Additional information and documents on the development of these criteria are summarized in the attached PDFs below. The following links also provide information on TBEP developed goals and targets established in the mid-1990s.

Final 2009 RA Addendum

E-mail Print PDF

On behalf of the Tampa Bay Nitrogen Management Consortium co-chairs, attached to this post is the Final 2009 Reasonable Assurance Addendum: Allocation and Assessment Report. This document was approved for submittal to the Florida Department of Environmental Protection by the Consortium members by a vote of 32 to 0, with three abstaining (including FDEP and EPA) on September 11, 2009.

The full document is available for downloading using the PDF link below. Appendix D (datasets) is posted below as a zip file.

The collaborative efforts of the Consortium participants have resulted in proposed equitable nitrogen load allocations to 189 permitted and unpermitted sources throughout the watershed, collectively meeting the federally-recognized nitrogen TMDL for Tampa Bay.  The document details the technical basis for these proposed allocations, monitoring and assessment methods to track results of the Consortium’s efforts, ongoing and future actions proposed by the Consortium members to continue to meet Tampa Bay water quality threshold values, and a framework for evaluating and addressing water quality problems as needed in the event that Tampa Bay’s ambient water quality does not meet accepted thresholds in future years.

Responses to FDEP comments on the original submission have been finalized and approved by the Consortium at the January 22, 2010 NMC meeting. On December 22nd, 2010, FDEP Secretary Drew signed a Final Order accepting and approving the 2009 Reasonable Assurance Addendum for Tampa Bay.
